Finance
The City of Tomball Finance Department manages the daily operations of all of the City’s financial activity. Major areas of responsibility include accounting, budgeting, overseeing the financial elements of the Capital Improvement Plan, treasury management, procurement, and utility billing.
The Accounting team is responsible for maintaining the financial records of the City of Tomball. Responsibilities include:
- Processing and recording all receipts and disbursements of funds
- Recording fixed assets
- Reconciling records with the depository bank and other agencies
- Reporting of financial information on city grants
- Assisting external auditors and reporting financial results to the city council, management, departments, citizens, and other agencies as needed.
The Accounting team prepares many financial reports including balance sheets and annual financial reports that present the City's financial position.
The Finance department is responsible for processing all vendor and contract payments through its accounts payable division.

The Finance department is responsible for producing, monitoring, and reporting on the City's annual operating budget. The City of Tomball's fiscal year begins October 1 and runs through September 30.

The property (ad valorem) tax rate for the City of Tomball for 2025-2026 is $0.340940 per $100 assessed value. Property taxes are billed in October and become delinquent after January 31.
The City of Tomball contracts with the Harris County Tax Assessor Collector to collect property taxes on its behalf. If you have questions about your tax bill, you may contact the tax office.
Please remember there are other entities included in your total tax bill. Other entities you may see on your tax bill include:
- Tomball Independent School District
- Harris County
- Lone Star College System District
The Harris County Appraisal District (HCAD) is responsible for determining the value of all properties on the tax roll. You may contact the Appraisal District for specific questions about your property appraisal.
Sales Tax is collected by the State of Texas Comptroller's Office and is imposed on all retail sales, leases and rentals of most goods.
The sales tax rate for the City of Tomball is 8.25%. Includes the following rates:
- 6.25% State of Texas
- 1.00% City of Tomball
- 0.50% for property tax reduction
- 0.50% Tomball Economic Development Corporation
The City of Tomball collects a hotel occupancy tax (HOT) in the amount of 7% of net receipts. Please visit the Hotel Occupancy Tax page to learn more about the HOT collections or submit your HOT payments.

The City of Tomball has one active tax increment reinvestment zone (TIRZ), Tomball TIRZ No. 3, created in December 2021.
