Browse the sections below to review the the guiding documents for our City's vision and future.
Comprehensive Plan
Explore the Vision for the City of Tomball
The Comprehensive Plan is the cornerstone of Tomball's long-term development strategy. It outlines our community's vision for the future and provides a roadmap for achieving our goals. The Comprehensive Plan includes a community profile, vision statement, future land use map, circulation plan, economic plan, parks and recreation plan, growth capacity plan, and implementation tools.
An update to the original Vision 2030 Comprehensive Plan was adopted by City Council on October 7, 2019.
The purpose of a Comprehensive Plan is to anticipate growth and to guide that growth in a manner that provides Tomball with a balance of land uses that promotes economic growth and improves the quality of life. The Comprehensive Plan is not a zoning ordinance and it does not affect existing zoning regulations. Rather, it provides the foundation for making changes or developing new regulations that implement identified goals, objectives, and actions.
FM 2920 Access Management Study
Completed in November 2008, the FM 2920 Access Management Study identifies access management improvement techniques for the FM 2920 corridor from Hempstead Road to Lexington Road. The study includes collection of sufficient information to measure, evaluate, and identify a range of viable short, medium, and long-term improvement concepts that will improve safety and mobility; reduce motorist delay; reduce crash rates; enhance land use; and preserve long-term property values along the corridor. These strategies will focus also on providing opportunities along some sections of the corridor for pedestrian connectivity as well as aesthetic and landscaping treatments, which will help stimulate economic vitality.
Livable Centers Downtown Plan
Completed in September 2009, the Livable Centers Downtown Plan provides recommendations for infrastructure improvements and urban design solutions for Downtown Tomball.
